WORK
INTEGRATED ENGINEERING DIPLOMA COURSES
WITH MULTIPLE
ENTRY, MULTIPLE CHOICE AND MULTIPLE EXIT MODULAR SCHEME  by
Rationale:
Today we see
that there is an acute gap in demand and supply of diploma, ITI, as well as
vocational technicians in industry. On the other hand there are large number of
economically and socially deprived youths with high aspirations who are unable
to enter the ‘mainstream’ of technical education. Full time education is not an
option for them. First  due to  lack of marks, money and then due to lack of
opportunities. The present educational model allows extremely low number
of ITI students to continue with diploma education, both full time and part
time. There are only 20% seats for direct admission to second year of diploma.
Out of which only 5% are for ITI. (i.e. 3 out of 60) In part time there are 60
or 45 seats in few colleges in city. But very few institutes offer part time diploma
/ITI due to stringent norms in present system. Number of ITI and VTP pass outs
per year is in thousands.
Due
to heavy load of syllabus and theoretical
pedagogy, with poor industry
interaction as well as relevance, number of students discontinue from ITI
and diploma courses. No entry is given to ITI or diploma courses from vocational
courses. This means that school drop out students have no hope to progress
vertically. The ratio of  ITI, Diploma
and Degree seats should be something like 5:3:1 for an industrial world as
workers, supervisors and managers are needed in that proportion. However,
present ratio is 1:1:1 even in progressive states like Maharashtra. Also
disregarded in present system is value of experience in industry for lateral
entry in ITI or diploma. Increasing
number of seats or number of colleges at ITI and Diploma level is not an
answer. First  as it needs enormous
resources, second as students will  still
find it difficult on socioeconomic, academic  and geographic basis to enter such colleges
and third, because industry will be deprived of this manpower, further
worsening the situation.
This is the
reason why there is an urgent need to provide WORK INTEGRATED ENGINEERING
DIPLOMA COURSES WITH MULTIPLE ENTRY, MULTIPLE CHOICE AND MULTIPLE EXIT
MODULAR SCHEME. This need has been now fulfilled by TATA INSTITUTE OF SOCIAL
SCIENCE-SCHOOL OF VOCATIONAL EDUCATION (TISS-SVE) and FR. AGNEL INSTITUTE OF
TECHNICAL TRAINING AND ENTREPRENEURSHIP DEVELOPMENT.
